These are changes to the governing documents of Rotary International. Enactments are submitted on a three year cycle and the next submission window is December 31st, 2023. Here are actual examples of past proposed constitutional changes (Enactments), some of which have been implemented:
- To provide written minutes of Club Board meetings with said minutes available to all members within 60 days
- To allow clubs flexibility in structuring their weekly meetings. Proposes to allow clubs the flexibility to give members attendance credit for participation in club service projects, or club sponsored community events or meeting authorized by the board.
- To provide that clubs shall meet at least twice per month. Proposes to amend the Standard Rotary Club Constitution for clubs and Satellite clubs by replacing in Section 1 under Regular meetings the phrase “a regular meeting once each week” with the phrase “regular meetings at least twice per month”. To revise attendance requirements. Proposes to amend the bylaws of Rotary International by eliminating the requirement for clubs to submit attendance reports to the Governor and the Standard Rotary Club Constitution by eliminating almost all attendance requirements. This enactment seeks to revise club attendance requirements, deleting them from the Standard Rotary Club Constitution and instead providing that clubs include in their bylaws the obligation for attendance and or participation in club’s regular meetings, projects, events and activities.

These are requests to the RI Board of Directors to consider particular actions/decisions. Resolutions are submitted by members for consideration annually before June 30th. Here are examples of resolutions (from this year’s just approved resolutions):
- To request the RI Board to consider encouraging each club to revitalize its regular meetings
- To request the RI Board to consider setting an upper age limit of 30 for admission into a Rotaract club
- To request the RI Board to consider developing a tool to help Rotarians share their professional classifications
- To request the RI Board to consider establishing corporate partnerships that can support Rotary's service activities globally
The key takeaway here is that any active Rotarian is eligible to make suggestions. If you have identified a specific portion of RI governance documents that needs to be changed and you would like to address your specific change request, let me know and I will walk you through the process. When you are thinking about the timing of this, please keep in mind that these need to be approved by your Club’s Board of Directors.
